【 摘 要 】
Romania's European Union accessionin 2007 has resulted in a substantial reduction of theformal barriers to integration with the European UnionSingle Market. This study takes stock of the progress bybenchmarking product market policies in Romania to those ofEuropean Union countries, as measured by the OECD indicatorsof Product Market Regulation. These indicators allow for acomprehensive mapping of policies affecting competition inproduct markets. Comparison with European Union countriesreveals that, for half of the policy areas covered by thestudy, Romania's product market policies are morerestrictive of competition than most direct comparators inthe region, whereas for other indicators Romania is on a parwith the European Union average or has achieved bestpractice. Nonetheless, these results should be interpretedin light of the fact that the Product Market Regulationapproach measures officially adopted policies and does notcapture implementation. Future reforms should be directedboth at improving official regulation and, where policiesthat favor competition are already in place, towardeffective enforcement.
