【 摘 要 】
This book provides a guide to AutomatedDevelopment Economics (DEC) Poverty Tables (ADePT's)two health modules: the first module covers inequality andequity in health, health care utilization, and subsidyincidence; the second, health financing and financialprotection. It also provides introductions to the methodsused by ADePT and a step-by-step guide to theirimplementation in the program. ADePT is a software packagethat generates standardized tables and charts summarizingthe results of distributional analyses of household surveydata. ADePT health is just one of several modules; othermodules include poverty, inequality, labor, socialprotection, and gender. ADePT health has two sub modules:health outcomes and health financing. Together these modulescover a wealth of topics in the areas of health equity andfinancial protection. This manual is divided into two partscorresponding to each of these sub modules. The followingtopics are covered: part 1, health outcomes: (a) measuringinequalities in outcomes and utilization (with and withoutstandardization for need), (b) decomposing the causes ofhealth sector inequalities, and (c) analyzing the incidenceof government spending (that is, benefit incidenceanalysis); and part 2, health financing: (a) financialprotection, including catastrophic payments andimpoverishing payments, and (b) the progressivity andredistributive effect of health financing.
