In recent years, the Government ofLiberia launched efforts to develop a coordinated strategyfor social protection. Indeed, social protection will be oneof the key policy issues addressed within the HumanDevelopment pillar of the Poverty Reduction Strategy (PRS)II. This strategy development, the objective of this paperis to inform the development of an integrated, nationalsocial protection strategy targeting the needs of 'themost neglected categories of households in Liberia'.This report is organized as follows. After the introductoryfirst chapter, chapter two presents the profile of povertyand vulnerability in Liberia. It focuses on income povertyand economic vulnerability. Chapter three defines socialprotection and presents the theoretical role of socialprotection as a strategic policy option to addressvulnerability and poverty, with a focus on the nationalinstitutional framework. Chapter four illustrates currentspending in social protection programs. Chapter five reviewsexisting contributory programs. Chapter six outlinesexisting non-contributory programs with a view on thevarious actors (government, technical and financialpartners, and key actors of civil society), the mainprograms, and the financial resources allocated. An analysisof their relevance, effectiveness and efficiency in order toidentify best practices is also reported. Chapter sevendetails the coverage of social safety net (SSN) in Liberiaat present. Chapter eight presents possible options forincreasing or better allocating the spending on SSN inLiberia. Chapter nine suggests a multi-sectoral approach toSSN, including an analysis of the complementarily of foodand cash transfers. Chapter ten provides an overview offield research conducted on the coping mechanisms andinformal social protection networks used by Liberianhouseholds. Finally, the last chapter provides key policyrecommendations for improving the effectiveness of existingsocial safety nets and the reach of the sector to protectthe poor and vulnerable and respond to future crises.
