This 2013 report applies the World BankOpen Data Readiness Assessment Framework to diagnose thereadiness of Antigua and Barbuda to create an Open Datainitiative. The Framework examines the following dimensions:leadership, policy/legal framework, institutionalpreparedness, data within government, demand for data, opendata ecosystem, financing, technology and skillsinfrastructure, and key datasets. The report finds Antiguaand Barbuda is clearly ready along the dimensions ofleadership, institutional preparedness, financing, andinfrastructure and skills. Evidence for readiness is presentbut less clear for the remaining dimensions. The Governmentstands to benefit from first-mover advantage and has thepotential to lead the Caribbean in Open Data, harnessskilled people, and establish itself as a world classexample of government transparency. An Open Data initiativecould also increase efficiency and competitiveness in keyareas such as tourism, foreign inward investment, andcommunity engagement. Antigua and Barbuda possessesstrengths in its institutions, relevant laws, andhigh-quality internet infrastructure. However, a successfulinitiative would require: collective political commitment,leadership, and communication across government; rapidpolicy development within the framework of existing laws;and demand-side initiatives to stimulate the skilled use ofdata and the promotion of application development. Thereport finds that the costs of an Open Data initiative wouldbe modest.
