The main objective of the SenegalCountry Environmental Analysis (CEA) is to reinforce theongoing dialogue on environmental issues between the WorldBank and the Government of Senegal. The CEA also aims tosupport the ongoing Government implementation of a strategicresults-based planning process at the Environment Ministry(MEPNBRLA). The main goal is to enable Senegal to have thenecessary tools to attain the Millennium Development Goals(MDGs) and manage its natural resources and environment in asustainable manner that contributes sharing wealth andreducing poverty. The CEA presents a review of nationalenvironmental priorities and the institutional framework formanaging these priorities. The CEA also proposesrecommendations about reforms that could be implemented withthe support of international development partners. Thisfinal CEA report includes three sections to encouragediscussion on the observations made from the analysis andthe suggested recommendations: a) section one summarizes themain environmental issues identified in the CEA(institutional framework for environmental management,sustainable management of terrestrial ecosystems, managementof water resources, management of fisheries, and urbanenvironmental management in Dakar. Other environmentalissues are also tackled in this section, urban environmentalmanagement in regions, waste management, management ofcoastal zones, and management of retention basins andartificial lakes; b) section two analyzes each of the issuesand singles out specific observations and recommendationsabout institutional and legal reforms and ways to improvemanagement; and c) section three summarizes the operationalrecommendations drawn from the previous section according tothe main environmental issues identified in the CEA framework.
