Economic growth has rebounded stronglyin Georgia during 2010-12 and commendable fiscalconsolidation has been implemented, although considerablemedium-term macro-fiscal challenges remain. This publicexpenditure review (PER) considers possible sources ofexpenditure pressure that may affect the fiscalconsolidation program and suggests options to manage them.This PER presents a number of options for consideration tomanage fiscal consolidation, which can contribute towardgreater selectivity in capital expenditures, enhancedsustainability of the road investment program, andcontaining medium-term social expenditure pressures. Therest of this synthesis report is in five chapters. Chapterfirst summarizes the macroeconomic context and assessestrade-offs associated in balancing the overall compositionof public expenditures. The second and third chaptersillustrate policy options and implications associated withcontaining social expenditure pressures and improvingeffectiveness of health expenditures, respectively. Chapterfourth reviews the international experience in strengtheningcapital budgeting and provides options for consideration forGeorgia. Finally, the fifth chapter discusses optionsassociated with rebalancing road sector expenditures.
