This report examines poverty trends anddistribution of the poor in this larger context, payingparticular attention to the most recent past. The reportcontributes to our understanding of the progress made incombating poverty in three ways. First, it updates ourknowledge of poverty outcomes by examining the trends inpoverty and vulnerability, as well as the profile anddistribution of the poor and vulnerable across the country.Second it looks at the most common shocks, and their scaleand influence on the welfare of the population. Third, ithighlights the progress the country has made in improvingopportunities for acquiring human capital and increasingincomes in rural areas. In this respect the report examineschanges in access to education and health and improvementsin productivity and income in small holder agriculture. Italso explores the potential impact of public investments inagriculture. The report finds that, the biggest achievementin the last decade has been the substantive improvement inopportunities to acquire human capital.
