The World Bank legal review gathers thisinput from around the world and compiles it into a usefulresource for all development practitioners and scholars. Thesubtitle of this volume, legal innovation and empowermentfor development, highlights how the law can respond to thechal-lenges posed to development objectives in a worldslowly emerging from an economic crisis. The focus oninnovation is a call for new, imaginative strategies andways of thinking about what the law can do in thedevelopment realm. The focus on empowerment is a deliberateattempt to place the law into the hands of the poor; to givethem another tool with which to resist poverty. This volumeshows some of the ways that the law can make an innovativeand empowering difference in development scenarios.Development problems are complex and varied, and the themeof innovation and empowerment naturally has a broad scope.Consequently, this volume reaches far and wide. It considersthe nature, promise, and limitations of legal innovation andlegal empowerment. It looks at concrete examples in placessuch as Africa, the Asia-Pacific region, and Latin America.It considers developments in issues with universalapplication, such as the rights of the disabled and theeffectiveness of asset recovery measures. The theme of legalinnovation and empowerment for development complementssubstantive and institutional sensibilities in currentdevelopment policy. Substantively, development policydiscourse seems to have moved away from tacking hard towardstatist policy or neoliberal policy. Although this briefintroduction cannot do justice to the richness andcomplexity of these contributions, it does consider eachfocal point in turn.
