This paper is a pilot diagnostic reviewof consumer protection in financial services in the RussianFederation. The review examines financial services inRussia, but also emphasizes the need for a set of goodpractices, or benchmarks, for use in reviewing consumerprotection in financial services in any jurisdiction. Thiswork will prove helpful to the international community, andthose in emerging markets. The reviewfinds that mostpeople in Russia do not consider themselves financiallyliterate, and have little understanding of their rights asconsumers. The review's objectives are to conduct areview of the existing rules and practices in Russia,compared to international good practices on consumerprotection in financial services;provide recommendationson ways to improve consumer protection in financial servicesin Russia; and refine a set of good practices prepared bythe World Bank for assessing consumer protection infinancial services. As part of the conclusion, methods forbetter financial education for consumers, are provided
