【 摘 要 】

SABER, ECD collects, analyzes anddisseminates comprehensive information on ECD policiesaround the world. In each participating country, extensivemultisectoral information is collected on ECD policies andprograms through a desk review of available governmentdocuments, data and literature, and interviews with a rangeof ECD stakeholders, including government officials, serviceproviders, civil society, development partners and scholars.The SABER ECD framework presents a holistic and integratedassessment of how the overall policy environment in acountry affects young children s development. Thisassessment can be used to identify how countries address thesame policy challenges related to ECD, with the ultimategoal of designing effective policies for young children andtheir families.
