【 摘 要 】

This paper explores fundamental issuesaffecting technology commercialization of publicly fundedresearch and development (R&D) in the RussianFederation. Despite substantial R&D investments, Russiahas experienced a decline in scientific output andemployment. Nevertheless, the innovation system remainsstrong in several technological fields. This paper developsan analytical framework to discuss conditions for technologycommercialization, which hinge on the innovation systemresearch base, governance of research institutions,alignment between specialization and sector prioritization,availability and performance of scientists and engineers,intellectual property (IP) regime for publicly fundeddiscoveries, and early stage finance. The paper identifiesareas for policy and regulatory improvement to incentivizeresearch institutes and scientists to undertake researchwith market potential. These include: stronger results-basedmanagement that rewards commercialization efforts andfocuses not only on high-technology sectors, but also onsectors where Russia has technological comparativeadvantages. In addition, researchers' careerdevelopment could consider performance metrics that includeentrepreneurial achievements, as well as support for youngscientists and for international collaboration. Moreover,the IP regime for federally funded R&D may considertransferring full ownership of research discoveries toresearch organizations. Finally, to increase deal-flow ofnew ventures, enhancing the supply of early-stage financingfor new technologies may be considered.
