【 摘 要 】
The globalization ofinformation-satellite TV, internet, phone and fax-serves toenhance citizens' awareness of their rights,obligations, options and alternatives and strengthensdemands for greater accountability from the public sector.However, the power of accountability is significantlyreduced if citizens are unable to measure theirgovernment's performance in a meaningful way, which isprecisely the topic of this timely book. The abstractconcept of "government performance" can only be aneffective tool in public debate when there are concretestatistics measuring performance and benchmarks againstwhich current indicators can be compared. This publicationoffers a comprehensive view of government performancemeasurement. The first part examines systems or frameworksfor measuring the performance of government at the nationallevel and at local levels of government. The second part ofthe book focuses on particular sectors that form the core ofessential government services: health, education, welfare,waste disposal, and infrastructure. This book providespowerful tools to: a) development practitioners to evaluateprojects, b) to policymakers to reform theirgovernment's policies, and c) to public interest groupsthat wish to pressure their government for improvements ingovernment services.
