This volume presents a preliminaryframework designed to help international developmentpartners consider the relevance of political economy issuesfor their programmatic support to decentralization and localgovernment reform. The intention is neither to advocatedecentralization in general or in any particular form, norto presume or privilege any particular decentralizationobjective. Instead, the purpose is to document the potentialvalue of better understanding how (primarily national andintergovernmental) political and institutional dynamics door could affect the scope for realizing decentralizationreforms aligned with commonly advocated service delivery,governance, and poverty reduction goals. The underlyingpremise is that systematic analysis of these issues canproductively complement the dominantly technical diagnosticwork typically carried out by development partners.Specifically, development partners can benefit from betterunderstanding the practical significance of motives thatdrive politicians and bureaucrats to support or opposereform at various stages of the decentralization process,from making an initial reform decision to detailed designand implementation. In addition, the framework addresses howthese incentives can weaken, strengthen, or shift inresponse to changes in political and economic conditionsthat arise after reform begins. A general approach toconducting political economy of decentralization analysis isoutlined, recognizing the need to tailor such analysis tothe particular country context. This volume is based onliterature reviews and knowledge derived from selectedcountry experiences.
