【 摘 要 】
Historically, development banks havebeen an important instrument of governments to promoteeconomic growth by providing credit and a wide range ofadvisory and capacity building programs to households, smalland medium enterprises, and even large private corporations,whose financial needs are not sufficiently served by privatecommercial banks or local capital markets. During thecurrent financial crisis, most development banks in LatinAmerica, followed by Asia, Africa, and Europe, have assumeda countercyclical role by scaling up their lendingoperations exactly when private banks experienced temporarydifficulties in granting credit to the private sector.Despite the importance of development banks during crisisand non-crisis periods, little is known about them. Thissurvey examines how development banks operate, what theirpolicy mandates are, what financial services they offer,which type of clients they target, how they are regulatedand supervised, what business models they have adopted, whatgovernance framework they have, and what challenges theyface. It also examines the countercyclical role played bydevelopment banks during the recent financial crisis. Thissurvey is based on new data that have been collected from 90national development banks in 61 countries.
