It is in this context that this studyhas been undertaken to document BRT case studies in terms ofthe political setting, institutions/governance, publicinvolvement and communications,service/operations/management and planning and theirrelationship to investment performance.The study has beenundertaken in recognition of the fact that successfulimplementation and operation of BRT systems often reflectsnon-physical actors like leadership, communications,organizational structure, service planning and operatingpractices rather than the design of transitways, stations,terminals and vehicles. This paper does not seek to compareBRT with other forms of public transport but only seeks toevaluate a sample of BRT systems in terms of the softerissues that have contributed making a BRT system successfulor not so successful.
