The cases from the forum presented herecapture the lessons from the science, technology, andinnovation (STI) capacity building experiences of bothdeveloping and industrial countries (governments working inpartnership with the private sector, nongovernmentalorganizations, academia, and development partners). Thesecases highlight ways that STI capacity building programshave enabled countries to achieve the following: (i) provideessential services, such as access to clean drinking waterin rural villages and availability of affordable, reliableenergy sources; (ii) exploit opportunities to producehigher-productivity, value-added agriculture crops; (iii)transition from exporting unprocessed raw materials toexporting value-added products and from low-skilled assemblyoperations to higher-skilled manufacturing processes; (iv)create benefits from an increasingly open trading system andincreased flows of foreign direct investment (FDI) byproactively generating spillovers to the local economy; and(v) maintain competitiveness in a rapidly changing globaleconomy marked by rapid technological change. Historysuggests that these challenges are daunting, but they arenot impossible to overcome. Many countries have managed tobuild the STI capacity they needed to thrive and prosper. Sothat other countries may profit from lessons learned, theglobal forum discussed what these countries achieved and howthey achieved what they did. The collective task is to helpcountries convert these lessons of experience into specificSTI capacity building programs that can be implemented onthe ground and that will have a significant, measurableimpact on people's lives.
