【 摘 要 】
This evaluation report synthesizes thefindings of a multi-partner effort to assess implementationof the Comprehensive Development Framework (CDF). Theevaluation's primary objectives are to: Identify thefactors that have facilitated implementation of CDFprinciples, and those that have hindered it. Assess theextent to which CDF implementation has affected intermediateoutcomes and, to the extent possible, longer-termdevelopment outcomes. In the mid-1990s, the aid communitybegan a candid self-assessment. Disappointing developmentresults-especially in Sub-Saharan Africa-had raisedtroubling questions: Does the emphasis on structuraladjustment ignore the poor? Do the many agencies andinternational organizations working in developing countriesoverburden, rather than strengthen, the capacity ofrecipient governments? Does the poor coordination of donorsadd to the challenge of making development effective?Increasingly, the painful realization of developmentagencies, recipient countries, and aid analysts was"yes"-the full potential of international aid toreduce poverty by achieving positive, sustainabledevelopment results was not being fulfilled.
