【 摘 要 】
With a focus on the institutional set-upand the political environment as central to understandingand rectifying the poor impact of mining on Ghana'seconomic development, this paper highlights thevulnerabilities in mining sector governance along theindustry value chain. The authors explain why it has beendifficult to implement policies that would have improvedsocial welfare. They find that incentive problems ininstitutions directly or peripherally involved in mininggovernance are a major factor, as are an excessivelycentralized policy-making process, a powerful executivepresident, strong party loyalty, a system of politicalpatronage, lack of transparency, and weak institutionalcapacity at the political and regulatory levels. The paperargues that the net impact of mining on economic developmentis likely to be enhanced with appropriate reforms ingovernance. Most importantly, there should be a greaterawareness of incentive problems at the political level andtheir possible implications for sector performance and theeconomy at large. The set of checks and balances, asstipulated by the Constitution, have to be reinforced.Furthermore, capacity building at different levels andinstitutions is needed and should be combined with effortsto enhance incentives for institutional performance.
