This report presents an analysis ofthe Early Childhood Development (ECD) programs and policiesthat affect young children in Yemen. This report is part ofa series of reports prepared by the World Bank using theSABER-ECD framework and includes analysis of early learning,health, nutrition, and social and child protection policiesand interventions in Yemen, along with regional andinternational comparisons. The SABER-ECD initiative isdesigned to enable ECD policymakers and development partnersidentify opportunities for further development of effectiveECD systems. The SABER-ECD classification system does notrank countries according to any overall scoring; rather, itis intended to share information on how different ECDsystems address the same policy challenges. This countryreport presents a framework to compare Yemen s ECD systemwith other countries in the region and internationally. Eachof the nine policy levers are examined in detail and somepolicy options to strengthen ECD are offered. Yemen sNational Strategy for Early Childhood shows a commitment toimproving services for young children in the country. Thechallenge to address malnutrition, poor access tohealthcare, low preschool enrollment, and other barriers tochildren s healthy development will be implementation. Asthe country moves through political transition, promotingearly childhood development should be an important part ofYemen s progression to a civic state that serves all of itscitizens. Investing in its youngest citizens is crucial tothe country s future success. Table 14 offers policyrecommendations and options that the government couldconsider to strengthen ECD.
