This report presents policy, market, andagriculture transition in the Northern Uplands of LaoPeople's Democratic Republic aims to contribute to sucha dialogue by providing: (a) a policy-relevant typology ofthe structural characteristics and transition patterns ofthe principal small-holder agriculture systems in theNorthern Uplands; and (b) recommendations to strengthenGovernment's facilitation of a more sustainable andequitable upland transition. The report also provides inputinto the ongoing dialogue under the umbrella of the jointGovernment-donor working group on uplands. Chapter two setsout a typology of traditional and emerging agricultureproduction systems in the Northern Uplands as a startingpoint of the report. Chapter three summarizes theGovernment's upland and agriculture development-relatedpolicy framework. Chapter four provides an overview of themarket impacts currently at work in the Northern Uplands.Chapter five discusses the transition dynamics and pathwaysof individual agricultural production systems and outcomes.It also includes some considerations on the winners andlosers in the upland transition and on the sustainabilitywithin the emerging production patterns. Chapter sixconcludes with recommended options for policy adjustmentsand support interventions to help facilitate the transition process.
