【 摘 要 】

This edition of Gridlines discusses howunsolicited proposals may contribute to the overallinfrastructure goals of countries, particularly wheregovernments have limited technical and financial capacity todevelop projects. It also points out those unsolicitedproposals can pose challenges and risks, particularly whenprojects are negotiated with the original proponent withoutsufficient transparency or competition. Channeling allunsolicited proposals into a transparent, competitiveprocess that gives other companies a fair chance of winningthe tender can reduce the risks while preserving thepotential for innovative solutions.
