【 摘 要 】

This note is part of a broadertechnical assistance program designed to assist the City ofUlaanbaatar (UB) to improve its financial management system,assess the quality of municipal services provision, andmobilize resources from the capital markets to fund urbaninfrastructure. This note identifies key issues for UB toconsider when putting in place an effective debt managementframework prior to acquiring debt. It goes hand-in-hand witha separate "Financial Self-Assessment" that wascarried out in preparation for a credit rating.
