This study reviews the initial resultsof efforts by the Federal Court of Malaysia to improvejudicial performance, especially in the areas of backlog anddelay reduction. It was written at the request of the Courtand was intended to evaluate progress to date, suggest howthe program might be improved, and provide recommendationson further actions in a second phase reform. The work isbased on documents and statistics made available by theCourt, two weeks of fieldwork (January 2011) in Putrajaya(the Federal Government Administrative Center and seat ofthe Federal Court and Court of Appeal) and the High Courtsin the two largest court complexes, Kuala Lumpur and ShahAlam, and a follow-up visit in May 2011 to discuss thepreliminary conclusions with the Judiciary and also toupdate material on this rapidly moving program. Whileintended as an external review of the MalaysianJudiciary's recent reform efforts, the study describesa model and lessons applicable to court systems elsewherethat are facing similar problems or wishing to improve otheraspects of their performance.
