【 摘 要 】
After the tsunami in Aceh, Indonesia,the recovery of fishing was limited while non-fishingsectors temporarily expanded. This paper shows thatfishermen's ex-post labor supply responses continued tobe constrained by the provision of low quality productionassets. The average fishing productivity also declined forthe negative selection in response to the aggregate shock.In a natural experiment set-up, it shows widening incomeinequality after the tsunami for income losses to therecipients of poor quality aid. It suggests the importanceof quality monitoring and private market access tosustainably promote rural development after the tsunami.
