【 摘 要 】

This case study is one of sixevaluations of the implementation of the World Bank's1991 Forest Strategy. This and the other cases (Brazil,Cameroon, Costa Rica, India, and Indonesia) complement areview of the entire set of lending and nonlendingactivities of the World Bank Group and the GlobalEnvironment Facility.This OED study finds that whileChina's forest program was highly successful, muchremains to be done. Too little is known, for example, aboutthe distribution of benefits between households andproduction and marketing units. The implications of therecent logging ban require careful analysis. Policy reforms,particularly for state-owned enterprises, must still becompleted. Data on what is happening in China's forestsis inadequate to support a firm judgment, particularlyregarding the country's natural forests. There isalmost a complete absence of systematic knowledge about thenation's current stock and future trends of the supply,demand, marketing, and trade for timber and some keynon-timber products. Finally China has graduated from IDAfunding to IBRD lending, a prospect believed to have seriousconsequences for the most innovative aspect of China'sprogram, a "responsibility system," that ensures ahigh level of ownership for the protection of thecountry's forests. In addition, recent controversiesregarding the treatment of indigenous peoples in Xizang arealready increasing risks for the Bank's new styleforest sector investments, which have tended to focus on thepoorest mountain populations, many of which include ethnic minorities.
