It is well recognized that mountainecosystems and their inhabitants are among the mostvulnerable to climate change. Measuring the nature and scopeof these vulnerabilities remains, however, awork-in-progress. This note develops an analytical frameworkthat builds upon two existing approaches: TheIntergovernmental Panel On Climate Change (IPCC) climatechange vulnerability concept and its components of exposure,sensitivity, and adaptive capacity; and the mountainspecificities framework, which offers a set of vulnerabilitycriteria that, are particularly prevalent in mountainsettings. The framework also provides a number of sampleindicators which form the basis for scalable vulnerabilityassessments to inform adaptation policies and measures.
