The main purpose of an appraisalframework for transport infrastructure projects and programsis to provide an objective and transparent basis fordecision-makers to ascertain the feasibility and levels ofpriority of major transport projects and policies. Anappraisal framework also serves a second, more general,purpose: to contribute to upgrading internal managementprocesses aimed at improving the quality of expenditure. Anadequate appraisal framework needs to: 1) strike a balancebetween an objective economic evaluation and a broadermulti-criteria evaluation; and 2) provide clearmethodologies and norms to guide appraisers, and ensurecomparability among project appraisals, when time comes toprioritize the projects. To ensure that an appraisalframework can deliver on the two above-mentioned purposes,it is important to raise public awareness as to the basicprinciples and objectives of appraisals, and to structurepublic sector capacity to undertake or lead, as well asreview appraisals, to ensure that they are reliable and ofadequate quality. Appraisal frameworks are at differentstages of development in different countries, with the mostadvanced frameworks. Brazil has made a lot of progress inthat area since the end of the 1990s. Today, the legalframework is conducive to the systematic undertaking ofappraisals. While progress has been made on structuring aseries of norms and guidelines to allow for theimplementation of the framework's directives, thenormative body, overall, is still relatively vague and incomplete.
