【 摘 要 】

After 20 years of neglect byinternational donors, agriculture is now again in theheadlines because higher food prices are increasing foodinsecurity and poverty. In the coming years it will beessential to increase food productivity and production indeveloping countries, especially in Sub-Saharan Africa andwith smallholders. This however requires finding viablesolutions to a number of complex technical, institutionaland policy issues including land markets, research on seedsand inputs; agricultural extension; credit; ruralinfrastructure; storage; connection to markets; ruralnonfarm employment and food price stabilization. This paperreviews what the economic literature has to say on thesetopics. It discusses in turn the role played by agriculturein the development process and the interactions betweenagriculture and other economic sectors; the determinants ofthe Green Revolution and discuss the foundations ofagricultural growth; issues of income diversification byfarmers; approaches to rural development; and finally issuesof international trade policy and food security which are atthe root of the crisis in agricultural commodity volatilityin the past few years.
