【 摘 要 】
The purpose of this report is to showhow development issues and policy initiatives shaped thedesign and structure of the science, technology, andinnovation (STI) capacity-building program that eventuallyemerged from the partnership between the Government ofRwanda and the World Bank. Too often, government STIcapacity building programs do not closely link specific STIinvestments and the country's economic and socialdevelopment objectives, almost as if investing in scienceand research and development (R&D) obviated the need todesign detailed programmatic linkages and develop missionoriented capacity-building programs. These challenges fallinto two broad categories: (a) improving the lives of therural poor, reducing poverty, and achieving the MillenniumDevelopment Goals (MDGs) and (b) generating wealth,diversifying the economy, and supporting private sectorinitiatives to produce and sell value-added natural resource(mostly agricultural) exports.
