【 摘 要 】

The Government of the Republic ofTajikistan (GOT), the World Bank, and international andbilateral partners agreed on the need for a fiduciaryassessment for the health sector. The main objective of thisassessment is to help the GOT take the necessary measuresfor fiduciary capacity building in the health sector with aview not only to dealing with the existing fiduciarycapacity weaknesses in the sector for the management ofpublic resources, but also to creating favorable fiduciaryconditions in the Ministry of Health (MOH) to enable it togradually assume implementation responsibility fordonor-funded projects. Any fiduciary capacity improvementsin the health sector will provide the additional comfort tothe donor community, reassuring them that their funds willbe used more economically and efficiently.
