Job Creation in Fragile and Conflict-Affected Situations

【 摘 要 】

This paper presents a comprehensivereview of the operations that the World Bank has supportedto create jobs and promote employment in fragile andconflict-affected situations. A novel approach toidentifying projects is presented that enables searching forprojects based on stated development objectives, regardlessof the sector of the project. Of a sample of 2,166 projectsfunded by the International Development Association, thisresulted in the identification of 98 projects that havespecific job creation and employment generation developmentobjectives. Among these projects, 51 percent of countriesappearing on the list between 2004 and 2012 have implementedprojects. Detailed textual analysis is carried out on theproject descriptions and indicators to evaluate how wellprojects are aligned to the context. The results suggestthere is a lack of measurement on outcomes that areparticularly relevant for fragile and conflict-affectedsituations, such as the development of social cohesion,reintegration of those involved or affected by violence,impacts jobs have on the willingness to engage in violenceor conflict, perceptions of government accountability, andequitable access to these economic opportunities.Quantitative analysis of the portfolio indicates that thereare also systematic differences in the size and resourcesassociated with job creation projects in countries withfragile and conflict-affected situations relative to similarprojects in other International DevelopmentAssociation-borrowing countries. Given the mixed empiricalevidence on the relationship between jobs and conflict, thisreport calls for more methodological measurement of theimpacts of these programs on stabilization outcomes in the future.
