【 摘 要 】
This paper provides experimentalevidence on the effects of vocational and entrepreneurialtraining for Malawian youth, in an environment where accessto schooling and formal sector employment is extremely low.It tracks a large fraction of program drop-outs -- a commonphenomenon in the training evaluation literature -- andexamines the determinants and consequences of dropping outand how it mediates the effects of such programs. Theanalysis finds that women make decisions in a moreconstrained environment, and their participation is affectedby family obligations. Participation is more expensive forthem, resulting in worse training experience. The trainingresults in skills development, continued investment in humancapital, and improved well-being, with more positive effectsfor men, but no improvements in labor market outcomes in theshort run.
