【 摘 要 】
This paper reviews the common approachesadopted by regulators to the inclusion and valuation ofinvestment in the regulatory asset base and the allocationof costs of investment between different users as well asbetween connection and usage charges. The former set ofissues are key to the creation of incentives for companiesto undertake efficient least-cost investment while thelatter address the key concern of how revenues are recovered(and the associated risks for the operator). Byunderstanding these issues and how they relate to theinvestments that are needed in a sector, regulators have anopportunity to design regimes better able to promotenecessary investment. Drawing on a worldwide series of casestudies from across the regulated sectors the paperillustrates the various approaches to regulating investmentand some of the practical implementation problems that arefaced. This allows some tentative suggestions for the designof practical investment regimes to be developed.
