In 2009, Angola joined the RussiaEducation Aid for Development (READ) trust fund program, thegoal of which is to help countries improve their capacity todesign, carry out, analyze, and use assessments for improvedstudent learning. Systems Approach for Better EducationResults (SABER)-student assessment is a component of theSABER program that focuses specifically on benchmarkingstudent assessment policies and systems. The goal ofSABER-student assessment is to promote stronger assessmentsystems that contribute to improved education quality andlearning for all. The importance of assessment is linked toits role in: providing information on levels of studentlearning and achievement in the system; monitoring trends ineducation quality over time; supporting educators andstudents with real-time information to improve teaching andlearning; and holding stakeholders accountable for results.The SABER-student assessment framework is built on theavailable evidence base for what an effective assessmentsystem looks like. The framework provides guidance on howcountries can build more effective student assessmentsystems. The framework is structured around two maindimensions of assessment systems: the types/purposes ofassessment activities and the quality of those activities.Assessment systems tend to be comprised of three main typesof assessment activities, each of which serves a differentpurpose and addresses different information needs. Thesethree main types are: classroom assessment, examinations,and large-scale, system level assessments. This reportfocuses specifically on policies in the area of student assessment.
