The World Bank conducted this study ofthe potential for Open Transport Data in St. Petersburg aspart of the preparations for the Improvement of UrbanTransport Systems Project in Russia. It is principallyintended for use by the St. Petersburg transportationauthorities, the Federal Ministry of Transport and theProject Implementation Unit in considering and implementingopen data as part of the new systems being developed as partof the Project. There are already good examples of transportinformation systems in St. Petersburg. Most of thisinformation is not currently available for external use, butin the cases where it has been made available, for instanceby the Agency 'Organizer of Transportation' forreal-time bus information; this has been welcomed andwell-used by citizens and authorities, despite some currentlimitations.Within the St. Petersburg component ofImprovement of Urban Transport Systems Project there areplans for more transport information systems, includingparking information, traffic management and passengerinformation systems. The conclusion of this report is thatthe social, economic and environmental benefits of the St.Petersburg project would be enhanced by the greateravailability and use by travelers and others of theinformation collected by these planned systems. Making theinformation available as Open Transport Data and allowing itto be used for development of innovative third-partyapplications would be a relatively easy and cost-effectiveway of leveraging the planned investment to ensure that theinformation reached the largest number of travelers. Doingso will maximize the desired behavioral changes that drivethe benefits and improve the overall return on investment.
