This report provides public policymakers with the information necessary to develop a ruralinfrastructure strategy, it was not intended to represent astrategy per se, merely to highlight the issues that needgreater consideration in the definition of a strategy.Itstarts with an inventory of existing rural infrastructureassets and a description of current institutionalarrangements.It follows with a snapshot of localpreferences and priorities for rural infrastructuredevelopment. It goes on to provide a provisional estimate ofthe costs of rehabilitating and maintaining a basic minimumlevel of infrastructure in all rural communities, and theincremental costs of enhanced levels, where economicallyjustified. It concludes with a framework to assist in thesetting of investment priorities and recommendations for thedevelopment of a rural strategy and action plan.
