【 摘 要 】
Recognition of the potentiallydeleterious implications of inequality in opportunityoriginating in a skewed asset distribution has spawnedconsiderable interest in land reforms. However, littleattention has been devoted to fact that, in the longer term,the measures used to implement land reforms could negativelyaffect productivity. Use of state level data on rentalrestrictions, together with a nationally representativesurvey from India, suggests that, contrary to originalintentions, rental restrictions negatively affectproductivity and equity. The restrictions reduce the scopefor efficiency-enhancing rental transactions that benefitpoor producers. Simulations suggest that, by doubling thenumber of producers with access to land through rental, fromabout 15 million currently, liberalization of rental marketscould have far-reaching impacts.
