In order for agricultural development tofulfill its potential role as a source of growth and reducerof poverty, it must be constantly renewed through knowledgeand innovation. Getting resources into the hands ofinnovators and providing incentives for producers,agricultural service providers, and entrepreneurs tocollaborate in developing and applying new methods andtechnologies is a priority among institutions concerned withagricultural knowledge. While grants have long been used tofinance agricultural innovation, in many countries there hasbeen a shift away from block grant funding and towards theuse of innovation funds. These are used to provideincentives and resources for investment and collaborationbetween innovators, producer groups, private entrepreneurs,and public institutions. Innovation funds allocate grants totargeted applicants based on a system for evaluating theeligibility, relevance, and quality of applicants' proposals.
