The review aims at supporting efforts ofthe government in water and sanitation sector in rural andsemi-urban areas. It carries out analysis of sectorexpenditures evolution during the period 2001-2006 andproposes recommendations likely to help better cope with thecurrent and future challenges. The present review coversonly public expenditures of the Ministry of Agriculture,Hydraulics, and Halieutics Resources (MAHRH) to the profitof Rural Water and Sanitation Supply (RWSS). Expenditures ofother ministries (education, and health), as well asprojects of local development, from Non-GovernmentalOrganization (NGO), and private individuals, for whom dataare not available, are excluded. The review of publicexpenditure in RWSS shows that RWSS sector has experienceddramatic development and that performance in terms ofcreation of water points is relatively satisfactory duringthe 2001-2006 periods in Burkina Faso. The annual volume ofnew water points is about 1.950 points. Facilities realizedduring this period theoretically made it possible to supplymore than three million Burkinabe and the rate of access ofpopulations to drinking water was 60 percent in 2006,according to official sources. RWSS analysis highlightsseveral challenges. These challenges concern primarily: theavailability of coherent data, obstacles slowing down thecapacity of absorption and negatively affecting efficiencyof expenditures, problems related to the sustainability ofinvestments and equipments, huge gap between ambitions andreality on the ground with regard to devolution,decentralization and harmonization of interventions of maintechnical and financial partners which deserves to be reinforced.
