【 摘 要 】
This paper proposes a methodology toevaluate social projects from the perspective ofchildren's opportunities on the basis of the effects ofthese projects on the distribution of outcomes. Theevaluation is conditioned on characteristics for whichindividuals are not responsible; in this case, parentaleducation level and indigenous background. The methodologyis applied to evaluate the effects on children's healthopportunities of Mexico's Oportunidades program, one ofthe largest conditional cash transfer programs for poorhouseholds in the world. The evidence from this programshows that gains in health opportunities for children fromindigenous backgrounds are substantial and are situated incrucial parts of the distribution, whereas gains forchildren from nonindigenous backgrounds are more limited.
