The report presents findings, and theway forward in respect of the Knowledge and Research (KAR)Project on vehicle operations in Sub-Saharan Africa,basically undertaken in Uganda and Ghana. In the firstphase, the study identified problems faced by transportoperators in both countries, and analyzed their impact onvehicle operating costs, as well as examining transportregulations, and current organization of transport servicesand their impact on vehicle utilization. In the secondphase, to disseminate research findings, raise awareness,and develop action plans, a national stakeholder workshopwas organized in each country. Main findings in Ugandahighlight the need to introduce competition, throughinitiatives in the management of vehicle technical control,training assistance, and transport as a whole, involving theprivate sector. Similarly, in Ghana, highlights include theneed to establish professional freight agents concerningland transport, in order to consolidate freight transport,in addition to improved arrangements in transportmanagement, and transport legislation, and regulations. Thetwo main focus areas are: support to local governments inthe establishment of a transport operations strategyframework, and, specifically, support for the development,and management of bus, and truck parks.
