【 摘 要 】
Do exports resume whenimport-restricting temporary trade barriers such asantidumping are finally removed? To establish the importanceof this question for emerging economies, this paper usesnewly available data from the World Bank's TemporaryTrade Barriers Database to update a number of inter-temporalindicators of import protection along three dimensions:additional time coverage through 2011, additionalpolicy-imposing country coverage, and a more comprehensivedepiction of impacted trading partner coverage. It thenturns to the emerging economy exporters affected bytemporary trade barriers and highlights the economicsignificance of frequently bilateral import restrictionsimposed by other emerging economies, i.e., South-Southprotectionism. Finally, it then investigates empiricallywhether country-level exports resume when the previouslyimposed -- but temporary -- import protection is finallyremoved. China's exporters respond quickly andaggressively to the market access opening embodied in theremoval of such import restrictions. This differs markedlyfrom the slow and tepid export response of other emergingeconomies, especially when the import protection had beenimposed by another emerging economy trading partner. Thisevidence suggests a previously unidentified long-run costassociated with such South-South protectionism that meritsfurther research and inquiry.
