In 2013, Macedonia joined the RussiaEducation Aid for Development (READ) trust fund program, thegoal of which is to help countries improve their capacity todesign, carry out, analyze, and use assessments for improvedstudent learning. As part of the READ trust fund program,and in order to gain a better understanding of the strengthsand weaknesses of its existing assessment system, Mozambiqueparticipated in a formal exercise to benchmark this systemunder The World Bank's Systems Approach for BetterEducation Results (SABER) program. SABER is anevidence-based program to help countries systematicallyexamine and strengthen the performance of different aspectsof their education systems. SABER-teachers are a componentof the SABER program that focuses specifically onbenchmarking teacher policies and systems. The goal ofSABER-teachers is to attract, retain, develop, and motivategreat teachers. Teachers system tends to be comprised ofseven main types of activities, each of which serves adifferent purpose and addresses different information needs.These three main types are: teacher expectations, preparing,skill matching, monitoring, leading, and supportingteachers. This report focuses specifically on policies inthe area of teachers.
