The Union of Comoros has struggledthrough political unrest for over thirty years. As a result,its tourism sector is still in the exploration phase of itslife cycle. There have been initiatives by both the publicand private sectors in the tourism industry, but to date, alack of commitment from both sectors and externalcircumstances have prevented further growth. Comoros needs atourism development plan that will provide a framework forall tourism stakeholders to the next phase of development.Strong institutional leadership from both the public andprivate sectors is one of the most important requirements tobe addressed in order to support tourism in Comoros. Theobjective of this review is to conduct an analysis of thetourism sector performance and policies in the Union ofComoros. It presents policy options and recommendations at acountry and sub-regional level. This review has beenconstructed as part of a larger Indian ocean regionaltourism integration study including similar reports on thetourism sectors of Seychelles, Mauritius, and Madagascar.Combined recommendations provide a basis for practicalapproaches towards improved tourism competitiveness throughleveraging regional integration opportunities across theseeconomies. This report is structured as follows: section onegives introduction to the Comoros study; section two givesoverview of the Union of Comoros tourism sector; sectionthree presents key issues; section four givesrecommendations; and section five gives conclusion.
