Revival and development of thepetrochemical industry in Kazakhstan is possible withoutserious damage to the environment, so long as measures byinvestors in plant revival include best available techniques(BATs) that avoid and minimize impact on the environment asa whole.This study was initiated to develop methodologies toanalyze and mitigate key environmental and natural resourceaspects of industrial growth and to propose ways tointegrate these methodologies into policy tools. Theemerging petrochemical industry was selected to demonstratehow methodology can be applied. The report is structured astwo interrelated tools: Technical guidelines (chapters twoand three) focus on (i) an analysis of availability ofenvironmental resources in different oblasts; and (ii)references to internationally BATs in the production ofpolymers. These techniques avoid and minimize impact on theenvironment as a whole. Policy guidelines (chapters four andfive) focus on policy instruments which would encourageplant developers to apply the best available techniques whendeveloping potentially hazardous industrial production in Kazakhstan.
