The National Development Plan highlightsthe Bolivian Government's commitment to improvingefficiency, transparency, and accountability in the use ofpublic resources. Within that framework, the authorities ofthe Ministry of Economy and Public Finance (Ministerio deEconomia y Finanzas Publicas, or MEFP) expressed theirinterest in conducting a public finance performance reviewfollowing the Public Expenditure and FinancialAccountability (PEFA) framework. Under this initiative theMEFP conducted a self-assessment, Evaluacion de las FinanzasPublicas (EFIP), at the beginning of 2008, which was thenupdated in a second phase toward the end of the same year.The purpose of this PEFA review is to provide theGovernment, international donors, and other stakeholderswith an objective diagnosis of the performance of the PFMsystems, processes, and institutions, using 31 high-levelindicators taken from the PEFA reference framework. Inaccordance with government requirement, the review focuseson the central government's public expenditure andrevenues, which include central administration,decentralized non-business institutions, and social securityentities, covering approximately 47 percent of the totalpublic sector expenditure. This scope excludes thesub-national level, prefectures and municipalities, andstate-owned companies (financial and non-financial) althoughthe transfers to these institutions by the centralgovernment are considered for certain indicators.
