【 摘 要 】
The authors use a computable generalequilibrium model of the Russian economy to assess theimpact of accession to the World Trade Organization (WTO),which encompasses improved market access, tariff reduction,and reduction of barriers against multinational serviceproviders. They assume that foreign direct investment inbusiness services is necessary for multinationals to competewell with Russian business service providers, butcross-border service provision is also present. The modelincorporates productivity effects in both goods and servicesmarkets endogenously through a Dixit-Stiglitz framework. Asa result, the estimated gains from WTO accession are muchlarger than would be obtained from a typical model withperfect competition. The ad valorem equivalent of barriersto foreign direct investment have been estimated based ondetailed questionnaires completed by specialized researchinstitutes in Russia. The authors estimate that Russia willgain about 7.2 percent of the value of Russian consumptionin the medium run from WTO accession and up to 24 percent inthe long run. They estimate that the largest gains to Russiawill derive from liberalization of barriers againstmultinational service providers. Piecemeal and systematicsensitivity analysis shows that their results are robust.
