Senegal has accelerated thedecentralization of education since 1996. Budgetary autonomyis latent. Autonomy over the management of operationalbudgets has been delegated to the communes, but salaries forteachers are managed at the central level. Autonomy inpersonnel management is latent. Both school directors andteachers are appointed at the central level. The role of theschool councils in school governance is latent. There aretwo types of standardized student assessments, one at thenational and one at the departmental level. The governmentspent 6 percent of Gross Domestic Product (GDP) in 2009 and19 percent of its overall budget on education in 2008.School autonomy and accountability are key components of aneducation system that ensure educational quality. Thetransfer of core managerial responsibilities to schoolspromotes local accountability; helps reflect localpriorities, values, and needs; and gives teachers theopportunity to establish a personal commitment to studentsand their parents. There are five policy goals for schoolautonomy and accountability. Below are the main indicatorsthat can help benchmarking an education system'spolicies that enable school autonomy and accountability:school autonomy in the planning and management of the schoolbudget; school autonomy in personnel management; role of theschool council in school governance; school and studentassessments; and accountability. This report focusesspecifically on policies in the area of school autonomy and accountability.
