No silver bullet exists to improve costrecovery or water use efficiency of irrigation systems.However, many countries provide examples of successfulreforms that policymakers and system managers can draw uponfor inspiration and ideas. A successful system will have theappropriate mix of technology, management, policy, andinstitutional arrangements that facilitate transparent andefficient service delivery and increase farmer'swillingness to pay and to use limited water resources moreefficiently. This note is based on the larger volume of thesame name, which outlines guidelines for designing asuccessful system for cost recovery and efficient water useand provides numerous case studies of successful implementation.
