【 摘 要 】

The need to kick-start lending to thereal sector in response to the global financial crisis isleading many countries to expand the role of state-ownedfinancial institutions. The effectiveness of the support bythese institutions depends in large part on the nature ofthe shock, on their ability to leverage private commercialbanks to scale up their impact, and on the existence of asound institutional framework. While it is too early toevaluate their effectiveness, past experience with the useof such institutions is sobering. Whether countries willheed the les sons of this experience remains to be seen.
